Neuropsychological Evaluation / Neuropsychoeducational Assessment
Neuropsychological evaluation measures brain functioning through a series of standardized tests which assess cognitive abilities such as intelligence, attention, learning / memory, problem solving, reasoning and executive function abilities (including social cognition) as well as academic achievement. Goals of the evaluation are individualized depending upon the referral question(s) and can include clarification of the underlying nature of cognitive, thinking, behavioural or academic issues, diagnosis of brain-related issues, development of treatment / graduated return to work / and accommodation plans.
Neuropsychoeducational assessment is geared to address specific difficulties which arise in school, college, university or learning requirements across the lifespan. Similar to a neuropsychological evaluation in its breadth, the focus is on comprehensive assessment of intellectual / cognitive abilities, academic achievement, and underlying learning strengths and weakness. It is more comprehensive than a standard psychoeducational assessment which may not examine the underlying cognitive and executive function issues which can contribute to learning deficiencies.
Overall, neuropsychological evaluation is designed on an individual basis to provide a comprehensive profile of strengths and weaknesses, diagnostic clarification, and recommendations for accommodations and treatment. Neuropsychological evaluation is frequently recommended after a brain injury, when an individual experiences changes in thinking, mood, or behavior, or when a change in life events / demands unearths an area of weakness.

Catastrophic (CAT) Impairment Determinations
Dr. Gow has Certification in Catastrophic Impairment Evaluation (C-CAT) mental / behavioural (MB). Certification in Catastrophic Impairment Evaluation (C-CAT harmonize and improve quality standards for competent, independent practice as a medical expert within the specific area of Ontario Catastrophic determinations. The Certification Program assesses the minimal competencies necessary to practice as a medical legal expert in this field.
Dr. Gow has Certification in Medical-Legal Expertise (CMLE), which as above, shares a goal of harmonizing and improving quality standards for competent, independent practice as a medical expert in various domains of practice in Canada. Both are certification programs offered jointly through Canadian Academy of Psychologists in Disability Assessment (CAPDA) and Canadian Society of Medical Examiners (CSME).
Capacity Opinions (not SDA assessments)

Legal Capacity – opinion with respect to an individual’s capacity to understand and appreciate legal instructions and ability to make or not make a decision. It is time, situation, and decision specific.

Testamentary Capacity – assessment of whether the individual is of sound mind and able to understand that they are making a will, the nature of their assets, and who their potential beneficiaries are. The testator must appreciate the consequences of their decisions and have the will prepared without undue influence.

Capacity to Manage Property / Personal Care – opinion regarding the ability to make decisions related to financial matters / health and welfare.

Conducted to provide opinion on diagnosis, causation, prognosis and treatment appropriateness, file reviews comprise a review and summary (written or oral) of all records pertaining to a claimant’s medical history, index event, course of treatment / recovery with a goal of responding to specific questions. File reviews are often requested in the case of multiple conflicting opinions, to determine the scope of issues, and clarify diagnosis / prognosis and are typically requested in the automobile accident arena, workers' compensation, long-term disability / return to work.
Medical Legal Assessments completed by Dr. Gow
Evaluations are completed by a neuropsychologist / psychologist who does not have a treating relationship with the examinee. In addition to providing a diagnosis, these assessments are focussed on answering specific questions posed by lawyers or insurance companies in the disability and legal arena. At this time, Dr. Gow completes all medical legal assessments.
Independent Neuropsychological Evaluation
Conducted to provide an objective neuropsychological assessment of the cognitive, emotional, and behavioral effects of an injury, often following a traumatic event, in the context of an ongoing litigation with respect to personal injury. The goals include to quantify the nature and degree of psychological or neuropsychological deficit and the associated impairment in daily life and work, to determine if there is a causal link between a traumatic event, such as a fall, motor vehicle accident, medical procedure, assault etc. and any cognitive, psychological, and / or functional impairments, and to provide evidence to assist triers of fact in making decisions regarding compensation, determinations such as catastrophic impairment, and / or long-term disability benefits.
